The PROAGING project is an applied research initiative that seeks to pilot a small-scale version of a new public policy based on the model of Neighborhood Cooperatives for Older Adults (CVPM). To this end, a new approach is presented that adapts the CVPM to address the dependency needs of the most vulnerable older adults, considering factors such as low income, social isolation, and care requirements. The proposed CVPM model involves the temporary transfer of members' homes to the cooperative, allowing some to be used for small group living, while others would be designated for long-term rental. The income generated would strengthen the cooperative, enabling it to adapt the homes to future dependency needs and ensure adequate care services. This strategy aims to offer a viable alternative to residential care or sole dependency on family members.

The research will assess the model's acceptance among potential users by creating working groups of older adults who will simulate the establishment of a CVPM, analyze their housing conditions and dependency needs, and define a policy based on this model. Furthermore, the multidisciplinary team of architects, economists, and legal experts will develop a "Public Innovation Lab" to co-produce this policy with citizen participation. The ultimate goal is to validate the CVPM (Center for the Promotion of Older Adults) as an innovative alternative that allows older adults to age in their own neighborhoods without resorting to nursing homes, while simultaneously expanding the supply of affordable rental housing and improving the autonomy of this segment of the population. The model also supports family caregivers with fewer resources by optimizing housing and social services, and reduces the strain of aging on the public sector. Economically, it promotes the "silver economy" through cooperative housing, facilitating assistance and home adaptations for low-income seniors, and combating energy poverty and social isolation, especially during crises such as the pandemic. The aim is to provide the foundation for a new public housing policy that can be adopted by the Regional Ministry of Development, Territorial Planning, and Housing, as well as the Municipal Housing and Land Plans of Andalusian municipalities.

Aim

The aim is to test, in a small-scale pilot, the implementation of a new housing policy instrument called the “Neighborhood Cooperative for Older Adults” (CVPM). This innovative housing model seeks to prevent unwanted loneliness among older adults, address dependency, promote the adaptation and rehabilitation of homes, and increase the supply of long-term rentals.

How to participate

To participate in the trial, you must own your own home, be of legal age, and live alone. You must also have time available for interviews.
